Getting an application for a short term rental through in SF can take up to 9 months! While the application is in process, the applicant is allowed to list the property as an STR. There's a huge backlog of applications....and it's also possible that applicants, once denied, can simply re-apply, and re-list their property during the application pending process.

The city, and the tenants interviewed, want more enforcement, more oversight....but all I see on the horizon is property owners looking for more ways to avoid doing standard rentals in a market where rent control laws are absurdly favorable to tenants, and property owners will do most anything to avoid being entrapped by unfair, unjust laws.
The city is going after the symptom rather than the cause. Elimination of rent control and an increase in property owner rights is what's needed to make property owners willing to rent to standard tenants.
