La Jolla (a city in San Diego area) residents are upset that the city is allowing vacation rentals in their neighborhood, as it's causing trouble for many of them: www.lajollalight.com/news/sd-cm-ljl-town-council-7-12-htmlstory.htmlSeems to me it would not be difficult at all to pass a law that fined homeowners if they had police called for noise complaints to their property for instance more than 1 time in one month, more than 3 times in 6 months, or more than 5 times in one year. ANd then, if after being fined the problems continue unabated, if they are doing STRs, prohibit them from doing short term rentals. If they are doing a long term rental, require them to evict the tenants who continue to cause problems for neighbors. That way the issue could be primarily dealt with for what it is -- a noise issue, in many cases.
