Senate Bill 831 leginfo.legislature.ca.gov/faces/billTextClient.xhtml?bill_id=201720180SB831states that among other things (1) if you tear down a garage to build the unit, you don't have to provide off street parking. (2) city cannot require a minimum lot size in order to build the secondary unit (3) no more than a 5 ft from side and 5 ft from rear setback can be required. (Note in many cities the rear setback has traditionally been around 15 to 20 ft from rear property line. No more) (4) A separate utility meter need not be installed.

Yes, I like this Senate bill too -- as I think many of the older city planning/zoning/building codes are and have been badly in need of updating to modern times and modern social conditions. With the need to have more housing in urban areas, I am in strongly in favor of building second units (or even third units, if the lot is large enough) on city lots. I am not so excited about the prospect of making it easier to build high rise apartment buildings in quiet neighborhoods which are presently almost all single family homes....which is another bill that Wiener and Nancy Skinner have introduced, 827 I think it is. I would like to see the high rise apartments kept along commerical corridors where they don't impinge on quiet neighborhoods and lead to drastic changes in the whole character of the neighborhood.
