After the tower fire, where at leadt 80 people died and probably many morr, the English are a bit more careful with fire norms. But if you look at the pictures, if looks like an attic converted in housing. The access to the stairs has to be managed carefully, which could be problematic in case of smoke and panic. If she houses 9 people up there it's crowded. The carpet on the stair will burn, The mentioned polystyrene tiles will burn, drip fire and give off sulphuric acid gas. (That' and cyanide is what killed many of the Greenfell tower residents, who made it into the stairwell). I know the material, we had it on the ceiling of our Sete studio as sound isolation. Cheap, ugly and dangerous. We took it down immediately. The old lady had no working fire alarm, which is a local legal requirement and an airbnb one and the extinguisher won't work. If she runs it as a business, she is obliged to refill it once a year and if she does not run it as a business, with a permit, she can't rent it permanently. It looks like a death trap to me. If there is a fire at night, most or all on the attic will die.
