City governments need to be fairer to hosts, which means -- dont' try to penalize people for not registering with the city and paying hotel taxes, prior to your actually passing laws which make hosting legal. People just aren't going to approach the city and ask for a license to do short term rentals when that isn't legal in the city. Duh. They will wait til the city gets its butt in gear and brings its laws into the 21st century.
