The City Council is expected to take up the measure at a special meeting at 10 a.m. this Tuesday at Golden Hill next to City Hall downtown. If Lightner’s rule change goes into effect, the municipal code would levy a $2,500 fine per violation and a maximum of $250,000 per parcel of land for violations. Currently in San Diego there is nothing in the municipal code that clearly defines a short-term rental, although there are regulations that govern bed-and-breakfast inns, along with board-and-lodging establishments.
