Someone shared this story -- so I am posting it here -- mobile.nytimes.com/2015/10/10/your-money/new-worry-for-home-buyers-a-party-house-next-door.html?_r=1This is real problem....I tend to support people being able to do what they want with their own property, but I also feel very strongly about hosts being good neighbors, and the person who owns this Austin party house is not being a good neighbor. Clearly they don't care about their next door neighbors being continually bothered by their guests, and by noise and rude behavior. I think that is a contemptible host who behaves like that. So ultimately, in my mind this is more a story about a bad neighbor than a problem with laws about property rentals. One could have any manner of problems with someone who owns a house next door and this is just one type.

I think the idea of having a "party house" on AirBnB is ok, provided it's in an area where these sorts of things are ok. While I don't buy into the BS that doing short term rentals ruins a neighborhood--we all have wonderful guests who really cherish staying where people live and they are just like having any friend or relative in the neighborhood I think there is a place for the party pad.
If, for example, a fraternity listed their house on AirBnB during the summer to make money which would lower the cost of living for the students during the school year, this would be a great thing. Typically these houses are in a "fraternity row" which is separate and apart from normal residences and they're usually built for and spaced for noise.
but, just as someone doesn't want a fraternity at the end of a cul de sac, having the right space for the right activity makes sense.
So, I agree this guy in Austin chose the wrong house for listing this kind of activity but I don't think he's wrong for recognising there is a demand for party pads--he just need to trade this one for a more appropriate one in the right neighborhood.
