The Mayor and city leaders in San Diego have decided not to do any enforcement on Short Term rentals until they have clear rules in place for those. Current city law does not address short term rentals, and though the city's general position is that whatever is not addressed in city code is prohibited (not a wise position, in my view, to make the default on anything be "it's not allowed unless we specifically allow it), the city has wisely decided not to engage in enforcing based on nonexistent law, but will wait until new laws develop.
