I did find this on google that as of Nov. 7th it's still on hold. BUT, good news for people in single family homes or "row housing" or spare room rental (if the host is present) seems to be ok:
From the New York Law Journal:
Enforcement of a recent New York law imposing fines for posting illegal short-term housing rentals on Airbnb and other home-sharing sites has been delayed while Airbnb's bid for an injunction against the ban is under review. The law, which was signed by Gov. Andrew Cuomo more than two weeks ago, applies to ads for illegal units placed in print, television, radio, mail, online or text messages. It does not apply to rentals in single-family homes, row houses or apartment spare rooms if the resident is present. First-time violators face civil penalties of up to $1,000; with fines increasing to as much as $5,000 for second violations and $7,500 for third and subsequent violations.

I think the law isn't on hold in terms of the potential to fine hosts -- Airbnb dropped out of the lawsuit, I believe.
