In some areas there is a drought, and hosts are wondering how to limit guest's use of water during a shower. It's nice to allow the guest to be comfortable, but it's not nice for the host to end up fined by the city because they used too much water, and this can actually happen in some locales. For instance some areas in South Africa (Cape Town comes to mind at present) are having severe water shortages and one can end up fined huge amounts for excess use of water.
Sometimes simply asking the guest to take shorter showers is not effective. One can put up signs, but some guests just don't take this seriously and will ignore the signs.
In which case about the only thing left to do is install shower timers that will cut off the water flow after a certain amount of time.
This is an inexpensive control that is designed to work on a garden hose, not a shower. One might be able to get a plumber to adjust it or something like it to work on a shower
