Yes, it's true he is no little guy...and it's quite likely that for him, $15k is a drop in the bucket. It may actually not serve as much deterrent, unless he gets a $15k fine every month.
But I have seen no evidence that NYC will take into account the size of the host's business, with their fining system. Same fine applies whether you are a real estate corporation host with 156 listings, making $15 million a year on Airbnb, or if you are a litle tiny host, making $1500 a year when you rent out your apartment while going on vacation.
