See the article: skift.com/2015/03/30/the-team-tasked-with-snooping-out-illegal-hotels-and-airbnb-hosts-in-nyc/Please note, you can tell such people to GO AWAY. They have no right to ask you these questions. People will feel intimidated into responding, but unless they have a search warrant, they cannot enter your premises, and you don't have to answer any of their questions. Just tell them, or tell your guests to tell them, that they can speak to your attorney. Really, this kind of stuff is so obscene. We'll have any number of progressives exclaiming "Fascist" and "Nazi" at stories of Arizona or New Mexico trying to pass laws to permit police to stop suspected illegal immigrants and ask them for their documents. But apparently these very same progressives who are appalled at such intrusions on the freedom of illegal immigrants would think it's quite fine to perpetrate the same government intrusion on residents in their own homes --- any of these investigative measures are pretty much identical in to randomly approaching anyone about whom someone else has complained or who "looks suspicious" and asking them for "their documents" .

It's hard for a tourist to really know that they can just tell a seeming authority figure to go away. However, this is what they should do. I would just assume it's a criminal milking me for information so they could either do me harm or know when the place will be vacant so they can rob it.
In SF, they have a softer approach. First, most of their investigations start with a complaint which will include the address. They'll try to verify a listing against property records. They're pretty good at recognizing neighborhoods, but most of the truly illegal hosts don't have front view pictures on their listings. I know of one case where they determined the house because one of the pictures had a window and they could determine where they were from what was in view out the window.
As far as I know, they've not engaged other city departments to collect information, like the building inspector or fire department. I think people would find the use of these resources for this purpose unacceptable, even in SF..

One of my landlords, who is a very hard nut, told me long ago that if anyone of authority ever comes to the door (building inspector, police, sheriff) to say "it wasn't me, I wasn't there, I didn't do it" and if that failed, to tell them to go f# k themselves. I think I'll print some postcards and hand them to tourists in Time Square - the postcards will say "Live like a local! Tell anyone that comes to the door to go f# k themselves"

I like it Milu! Sometimes you just have to tell it like it is....
