The editorial states that San Francisco sets its cap (number of days per year hosts are allowed to host) at 90 days. Is that currently accurate?

Hi Mabel -- no, it's not completely accurate. San Francisco does set a 90 day per year limit on ENTIRE APARTMENT/HOME short term rentals, but there is no cap on short term rentals of a space within one's primary residence, which is not an entire apartment/home. I have found that this distinction gets blurred in some discussions of city regulation. For instance, not too long ago in a city in my area which was looking to create short term rental rules, the city staffperson reported that a 90 day cap on all short term rentals was "common" in many cities. That isn't the case. That is true in some cities but it definitely is not "common."
