This shows how much hosts dislike permits/ licensing, I suppose -- that only 29 of the 340 Airbnb and VRBO etc listings in Guam, has been licensed.

I always wonder if part of the reticence, is that, should a regional government decide to ban short term rentals, it will be harder for hosts to continue to operate after that, once they've registered with their government. People just don't trust government to do right, perhaps.
