Los Angeles originally was planning to allow those living in rent controlled apartments to do AIrbnb renting. This didn't make much sense to me, because it would likely lead to tenants being able to profiteer from the subsidy they are receiving, ostensibly because they would have trouble otherwise affording to live there (so goes the theory on rent control).
