The article indicates that it's difficult for the city to enforce their law on short term rentals. So far they've only cited 139 listings, out of a total of 23,000 suspected illegal listings in the city.
illegal Airbnb use has been difficult for the city to enforce. As of last summer, the city had issued fines over the course of three months on 139 listings found to be in violation of Cuomo's legislation. The problem, however, is that there are more than 23,000 additional listings that are potentially illegal—meaning that the city has barely scratched the surface.
And in the ten years it takes them to catch and fine maybe even 25% of those 23,000, there will be another few thousand new illegal rentals that pop up. So it's pointless to try to stop this and control how people rent out their property. Just give it up and put your efforts into a more worthwhile concern.
