Setting up the listing could be considered like creating a website or counselling. If you do it for money, it's a profession. This lady obviously does more then that: she is managing several listings for the owners. If there are many and if the owners are just clients, Not friends or family, what kind of business is then? Obviously shewas denounced for deloyal competition. You don't sue against the state for a listing or two, forahobbyeither. Must be a lucrative activity. We don't know either, how far her help went. If she helped planning spaces or counselled on safety and insurance, she should learn her trade.

That said, the extent of the requirements for the profession is ridiculous, looks like a protected close group. You could study medicine faster
