I also think that's going too far -- taking away someone's property for renting the wrong way? I get it that this is an egregious situation based on NYC's intent with its laws, but I think punishment has to be limited. A city can't take away someone's car just because they wake up and decide one day that people who repeatedly don't stop at stop signs reallly piss them off.
