How is that harming anyone? I think in many of these cases, the guests are likely to come and go without even being noticed. As well, the city's regulations on short term rentals are clearly too burdensome, compared to other municipalities. WHen people have to jump through so many hoops -- paying $350 fee, going before a city board, having an inspector come to their house -- that's going to deter a lot of people from following the rules. Make the short term rental rules easier and more people will follow them.
