Small time Airbnb hosts feel NY law unfairly targets them

The laws prohibiting any apartment in a multi-unit building from being rented out for less than 30 days, and threatening to fine hosts who do that up to $7500, seems unfair to hosts who live in the place they are offering and only offer it to guests when they themselves aren't there.
