City fines can be levied on property by adding it to the property tax bill or as a lien. IF you don't pay your property taxes for several years, the government can foreclose on your home. By contrast, those who are tenant hosts, not owning the property, are not vulnerable in this way. If they don't pay a city fine, and they dont' have assets to seize or wages to garnish, there isn't much the city can do but put it to a collections agency -- eventually it goes against someone's credit rating.
