Airbnb is so self-obsessed, they don't realize they shout themselves spending a huge amount of money on advert campain. They infuriates local authorities (even those who were about to have soft rules) and hurt their own brand image.

They are unlucky with some of their ad campaigns - the campaigns for selling the service are excellent and the political ones are usually catastrophic. But if a legislation like described in the article is passed, it's an end to the service. 15 nights a year for empty units, 45 to 60 for a room rent? That's not even worth to invest in new towels. Plus add the point to coordinate with other flats to be sure that at a given time only a certain number of units have guests? That's not even feasible. It's an interdiction in disguise.
