According to an earlier report from Forbes, Governor Ducey's end goal is to turn Arizona into The Sharing Economy State, which is somewhat different from the state's motto of "God enriches."

Hm. To me, this the other extreme of what is happening in cities like San Francisco or New York. I think the government should just stop meddling in this. We already have all kinds of regulations with regards to rental, short or long terms. For buildings with HOA, I think it is fair for the residents to abide the HOA laws. For neighborhood, there are already myriads of ordinances, including noise ordinance. The same thing for tenants who want to sublet - the Lease Agreement should already covers that.
