Not following house rules.
A member and her friends booked our apartment. The listing and house rules say no smokers as well as owner occupied building. Day one I was annoyed to see cigarette buts all over the grounds. On check out day I arrived to find two of the friends smoking pot in the stairwell (still illegal in our state. And again falls under no smokers.)
All in all not the end of the world but I feel like I need to apologize to the other building residents.
Do I leave a bad review?
Complain to airbnb?
Is there a way to avoid a similar guest booking again?

Yes Chris , leave a Review , although you might just want to point out that they ignored your house rules in regards to the no smoking policy and left the cig butts all over the property ( did you say no smoking anywhere on the property ?)
Yes apologize to your neighbors about the issue .

Sorry to hear you had this experience.
Ideally you should have written a message to guest via Airbnb reminding them this is a non-smoking unit to document this issue from day one followed with a call to Airbnb to inform them of your concern.
Since they've checked out, Yes, call Airbnb and still explain the situation.
Yes, leave an honest, straightforward review.

I don't think there's any need to contact Airbnb about this one, as it doesn't involve a damage claim. And the guests might not have been aware that the non-smoking area extended to the exterior grounds rather than just indoors.
But the review should reflect the fact that the guests were inconsiderate with their butt disposal and of your building neighbors.
There's not really a foolproof way to prevent inconsiderate and rude guests from booking, although you can tell a lot about their personalities from the initial communication. Groups of friends tend to be more reckless than solo guests or couples, so lowering the max number of people can reduce the odds of damage and rule violations. And a much clearer rule about smoking is in order. Most people would take "no smoking" to apply only to the indoor areas of your property and not the stairwell or yard - so communicate this both in your listing and also during check-in. I'd even point out the nearest place that it is OK to smoke - presumably one where it wouldn't bother the neighbors.

The reason I recommend you calling Airbnb and informing them of the poor behavior of this guest:
Your concern of their illegal activity being conducted as an Airbnb guest and the added liability they put on you as an Airbnb host should be communicated. They not only broke a house rule, they were participating in illegal activity in the hallway probably making anybody stepping out of their apartment quite uncomfortable as it sounds like your complex isn’t the type where “smoking out” is considered the norm.
What do we mostly hear about Airbnb on the news? Not about the wonderful connections or experiences guests and hosts have from being a part of the sharing economy, but instead all the horrible/nightmare things right?
While luckily this didn't lead into something worse for you, I hope Airbnb would take your information and see that having this type of “guest” is a bigger liability and is a ticking bomb waiting to happen with future reservations.
And I agree with Andrew about adding a more clear rule on smoking, but I also think airbnb should hear about the bad behavior of this guest.
Most importantly if the time still permits, you should write that review explaining the type of guest they are to provide fair warning to future hosts.
